How perceived brightness works?


When lighting levels are low, the rods in the eye’s retina become more active. They sense light sources with higher levels of blue light emissions more easily. The light source is not necessarily giving more light, but it is giving higher levels of a frequency of light that can be picked up by the human eye. This is what white light does, and hence why it has a higher perceived brightness.
